I've spoken with some of those you suggested talking to for more information on the issue with Sato, as well as with Sato himself. Although I'm still unable to draw any definite conclusion, I do have information and some suggestions regarding dealing with him.

But there's more as well - something she wants to ask Sweets and she has a feeling it won't go over well unless she does it to his face. Though it likely won't go well then, either.

[Oh, great, he probably should've made this call from where he planned to meet; he still has to half get dressed, find shoes, and get to the Clinic. Good thing it's not that far away.
[And then it's done. Maketh takes a moment to check her appearance - her uniform is spotless, edges ironed into sharp contrast, hair up off her neck - and then goes to meet him. She considers leaving the rifle behind, but ultimately doesn't. What if a threat appeared? Then it would hardly matter if the weapon makes Sweets uneasy.
So she waits.

Maketh Tua does not pace. She stands ramrod still, back to the wall and an eye on the exits in case this turns out to be an ambush. She's tense and uneasy, dreading the moment she'll have to ask for the doctor's help. And then he shows up.]

He's clearly manipulative, and seems to be used to being successful in talking his way into and out of things. He avoided most of the direct questions I asked, and answered in ways that sounded good but were purposefully vague.

He's also likely used to getting his way, and has a great deal of confidence; if what you said about being immortal even in his world is true, that's a good reason for such confidence. Judging from what I heard of the attack, from you and the others I spoke to, it was well thought-out which indicates he'd either been planning it or he's done something similar in the future. Being out-maneuvered this time means a likely escalation next time, both in method and in planning.

I'm still unclear on his exact motive, which is important for finding an effective way to more permanently deter him, but I doubt at this point that any sort of show of force in opposition to him will do anything but encourage him.
[Not that he's suggesting they don't fight back, just that it's like double-daring Sato to find a way to outdo them in return.]
A more subtle method might end up being more effective, if anything can be discovered about what he cares about; even those that care about no one else case about something of meaning to themselves.
[And whatever that is might give them leverage, depending on what it is. A compromise could be made, or an agreement reached, or something that doesn't involve an ego contest.

It was systematic. Each person here was afflicted with--whatever you want to call the outcome of Rage's power. Upon seeing their target, the individual would succumb to an involuntary, irrational rage. There was violence.

Sato took advantage. Thankfully we managed to get messages out, telling people to isolate themselves, and it event was not as destructive as it could have been.
I'm not certain if Sato was impacted. His actions didn't seem personal or targeted at an individual member of the Guard. More likely he took advantage of the chaos.
